Scaffolding and weather protection for a demanding waterfront project in Herttoniemi
Layher weather protection enabled the roof renovation of three high-rise residential buildings regardless of weather conditions.
Starteline carried out the scaffolding works for our client, Tarkka Katto Oy, as part of a roof renovation project involving three residential buildings in Herttoniemi. Layher scaffolding and a weather protection system were designed and installed to enable the roof renovation works. The project was carried out in demanding coastal conditions and involved several specific challenges, the most significant of which was a severe storm that hit the area during the works. The objective of the project was to enable the roof renovation to be carried out safely while protecting both the buildings and the worksite even in challenging weather conditions.
Well planned is half done.
A tailored scaffolding and weather protection solution was designed for the site, taking its specific characteristics and demanding conditions into account from the very beginning. Key challenges included the height of the buildings, the limited space on the site, and the location on a peninsula, where strong coastal winds can affect the structures from several directions. In addition, the project was carried out partly during the winter months, when weather conditions are naturally more severe and place greater demands on the structures and working environment.
As usual, the scaffolding project began with a thorough kick-off meeting, during which a detailed scaffolding plan was prepared. Careful planning enabled the safe installation of the scaffolding, eaves scaffolding, and weather protection systems, while ensuring efficient working conditions throughout the entire roof renovation project.

The weather protection system enabled the roof renovation to continue in all weather conditions.
In roof renovation projects, weather protection becomes especially important when the existing roof is removed before the new roof is installed. At this site, the Layher weather protection system enabled work to continue regardless of the weather and protected the structures from moisture throughout the construction phase.
Thanks to the weather protection system, the roofing works could be carried out in a controlled manner even during the challenging autumn and winter conditions. Materials remained protected, the work progressed according to plan, and a high level of site safety was maintained throughout the project.
A storm put the weather protection system and scaffolding to the test.
The most challenging phase of the project came when an exceptionally severe storm hit the area during the works. The storm damaged the roof covering and end tarpaulins of the weather protection system.
Startelineen toimitusjohtaja Oleg muistelee: “We worked throughout the night. The ridge of the weather protection system was approximately 65 metres high. The wind hit the buildings from three different directions. We saw reports that, at the same time, the REDI tower was swaying in the wind.”
The old roof of one of the buildings had already been removed, leaving the building entirely dependent on the weather protection system. Its location on a peninsula exposed the structures to strong winds, with gusts at the upper levels of the building estimated to have reached as high as 36–38 metres per second.
Starteline’s site management and installers immediately took effective action. Additional equipment and scaffolding sheeting were quickly brought to the site that evening.
The installers formed two work teams:
- the first team reduced the wind load on the weather protection structure by carefully and systematically removing the sheeting.
- the second team covered the exposed roof structures with new scaffolding sheeting to prevent water damage.
Rapid response, an effective emergency response system, efficient and systematic action, and securely anchored scaffolding prevented water damage and the collapse of the weather protection structure.
According to the client, without the Starteline team’s rapid response, the damage caused by the storm would have been significantly greater.
Scaffolding and weather protection as essential elements of site safety
Scaffolding plays a key role in ensuring safety during roof renovation works. It protects both the professionals working on the roof and people moving around the building.
Safety was taken into account throughout the project, from planning to implementation. The scaffolding, guardrails, access routes, and weather protection structures were installed in accordance with applicable safety requirements.
According to the client, Starteline’s strong safety culture was evident on site every day. Safety plans were consistently followed in practice, increasing trust and reducing the need for supervision by the main contractor. “Seamless cooperation with Starteline also saved a significant amount of the main contractor’s site manager’s time.”, says Rodion Saidenov, Project Manager at Tarkka Katto.
The result – the scaffolding project was completed on schedule and within budget.
